Mystery Module in Footwell

After removing the passenger side footwell board I found this connected module laying loose on the floor. No idea what it is or why it is not secured. I’ve Googled the part number, but this just directs me to eBay where there’s a few for sale.

I’m busy removing the dealer installed alarm/immobiliser and finding loads of very amateurish connections. Also several items and grommets removed and not replaced properly. I’m wondering if this unsecured module is a by-product of that installation.

Thanks. Is it supposed to live on the floor, or should it be mounted somewhere using the tabs on the side?

It's not a relay as such, it's a 1986 onward 'dim dip' module.  If you put the 'sidelights' on, that module runs the low beams at a reduced brightness  - kind of early DRLs.
